STUDY LITERATUR TENTANG DETERMINAN KEBERHASILAN PELAKSANAAN KEBIJAKAN PENGENDALIAN PENYAKIT TIDAK MENULAR

Abstract
Penyakit Tidak Menular (Penyakit Tidak Menular (PTM) merupakan tantangan kesehatan utama yang memberikan beban besar bagi sistem kesehatan dan perekonomian nasional. Studi literatur ini bertujuan mengidentifikasi determinan yang memengaruhi keberhasilan implementasi kebijakan pengendalian PTM di Indonesia. Sebanyak 25 artikel nasional dan internasional yang dipublikasikan pada periode 2015–2025 ditelaah menggunakan pendekatan Literature Review dengan metode sintesis naratif. Hasil kajian menunjukkan adanya tujuh determinan utama yang mempengaruhi keberhasilan implementasi, yaitu: (1) komunikasi kebijakan yang efektif dan konsisten, (2) ketersediaan dan kapasitas sumber daya manusia serta finansial, (3) disposisi pelaksana mencakup motivasi dan komitmen, (4) struktur birokrasi dan koordinasi lintas sektor, (5) dukungan sosial dan partisipasi masyarakat, (6) kondisi sosial ekonomi dan budaya, serta (7) pemanfaatan teknologi informasi dan data kesehatan. Sinergi antar determinan tersebut menjadi faktor penting dalam meningkatkan efektivitas pelaksanaan kebijakan. Kajian ini menegaskan bahwa keberhasilan pengendalian PTM tidak hanya bergantung pada intervensi medis, tetapi juga pada tata kelola kebijakan yang kolaboratif, adaptif, serta berorientasi pada pemberdayaan dan keterlibatan masyarakat.
Non-Communicable Diseases (NCDs) are a major health challenge that places a huge burden on the health system and the national economy. This literature study aims to identify the determinants that affect the successful implementation of NCD control policies in Indonesia. A total of 25 national and international articles published in the period 2015–2025 were reviewed using the Literature Review approach with the narrative synthesis method. The results of the study show that there are seven main determinants that affect the success of implementation, namely: (1) effective and consistent policy communication, (2) availability and capacity of human and financial resources, (3) the disposition of implementers including motivation and commitment, (4) bureaucratic structure and cross-sectoral coordination, (5) social support and community participation, (6) socio-economic and cultural conditions, and (7) the use of information technology and health data. The synergy between these determinants is an important factor in increasing the effectiveness of policy implementation. This study emphasizes that the success of NCD control does not only depend on medical interventions, but also on policy governance that is collaborative, adaptive, and oriented towards community empowerment and involvement.
